You know where this is going. If landlords take up the slack in housing demand from would-be first-time buyers, does this not mean house prices will be pushed upwards over the next few years? Well, it might, but here is one reason why we think this is unlikely.
According to LSL, the cost of renting has risen by 3.1 per cent over the last year, and across the country your average buy-to-let landlord can expect to make £15,592 a year per property, or 9.2 per cent. Not bad when official interest rates are just 0.5 per cent. So this begs the question, if the return on buy-to-let is so high when all around interest rates are so low, does this not suggest we are set to see a surge in demand from landlords?
One potential fly in the ointment is that around 10 per cent of rent remains unpaid. So many landlords fear bad debts.
Another more serious fly is that the LSL figures on returns include growth in capital. Well, as we all know, house prices saw a big jump last year, and of course buy-to-let landlords would have done well out of this. But relying on capital growth from property is dangerous. The days when belief alone is enough to create momentum for house prices must surely be over.
But if rent alone makes buy-to let investing profitable, will this not push house prices upwards?
The big problem with this argument lies with the myth that there is a shortage of accommodation in the UK.
According to data from the Survey of English Housing published in 2008, no less than 47 per cent of existing owner-occupier dwellings – that’s 6.8 million homes – are under-occupied, meaning just over half of owner-occupied homes have more than one spare bedroom. And yet, just 18 per cent of private rented properties are under-occupied. It seems the main explanation for this high number of surplus space in homes is that home owners see their property as an investment. So if their home is bigger than they need, well, they see this as good, because it means they can benefit from rising house prices.
It seems that if we do indeed see a rise in renting, the new generation of households will demand smaller homes and we may see a surge in the number of larger properties converted into flats. All of a sudden, we may find there are enough homes to go around after all.

USA Bank stop preventing on foreclosures
BofA acknowledged that in some cases it, too, had employed so-called robo-signers who attested to the accuracy of foreclosure documents without reading them.

Until it is done, the bank said it would continue its moratorium in those states, but it did not indicate how long that process might take.
Reiterating that the bank had not rushed the foreclosure process, spokesman Dan Frahm said that nationwide about 195,000 BofA customers have missed more than two full years of payments.
He said the bank works "until the very last moment" to try to find ways to keep borrowers in their homes, but "the prolonged nature of the recession — and sustained high unemployment in particular — makes recovery for many borrowers unlikely."
Once its review is complete, Bank of America said it expects fewer than 30,000 foreclosure sales will have been delayed in California and the other states that don't rely on court approvals.
The Charlotte, N.C., bank said its initial assessment in the 27 remaining states was producing the same findings as in the court-order states — "the basis for our foreclosure decisions is accurate."
"Our decision to review our process and, later, to extend our review to all 50 states, has been an important step to give customers confidence they are being treated fairly," the bank said.
Chase also has said it expects to complete its review and fix flawed paperwork in the judicial foreclosure states in weeks, not months. The New York bank has expanded its review of foreclosure procedures to 41 states. It wasn't clear whether California was among them

BP is warning Congress on Drilling
The company says a ban would also imperil the ambitious Gulf Coast restoration efforts that officials want the company to voluntarily support.
BP executives insist that they have not backed away from their commitment to the White House to set aside $20 billion in an escrow fund over the next four years to pay damage claims and government penalties stemming from the April 20 explosion of the Deepwater Horizon drilling rig. The explosion killed 11 workers and spewed millions of barrels of oil into the gulf.
The company has also agreed to contribute $100 million to a foundation to support rig workers who have lost their jobs because of the administration’s deepwater drilling moratorium. And it pledged $500 million for a 10-year research program to study the impact of the spill.
But as state and federal officials, individuals and businesses continue to seek additional funds beyond the minimum fines and compensation that BP must pay under the law, the company has signaled its reluctance to cooperate unless it can continue to operate in the Gulf of Mexico. The gulf accounts for 11 percent of its global production.
“If we are unable to keep those fields going, that is going to have a substantial impact on our cash flow,” said David Nagle, BP’s executive vice president for BP America, in an interview. That, he added, “makes it harder for us to fund things, fund these programs.”
The requests keep coming for BP to provide additional money to the Gulf Coast to help mitigate the effects of the spill. This week, Bobby Jindal, the governor of Louisiana, reiterated his request that BP finance a five-year, $173 million program to test, certify and promote gulf seafood.
BP has already agreed to pay for some measures that exceed its legal obligations. For instance, to help promote tourism in affected regions, it donated $32 million to Florida’s marketing efforts and $15 million each to Louisiana, Mississippi and Alabama.
But the company, which is based in London, now appears to be using such voluntary payments as a bargaining chip with American lawmakers.
BP is particularly concerned about a drilling overhaul bill passed by the House on July 30. The bill includes an amendment that would bar any company from receiving permits to drill on the Outer Continental Shelf if more than 10 fatalities had occurred at its offshore or onshore facilities. It would also bar permits if the company had been penalized with fines of $10 million or more under the Clean Air or Clean Water Acts within a seven-year period.
While BP is not mentioned by name in the legislation, it is the only company that currently meets that description.
The provision was written by Representative George Miller, Democrat of California, who is a strong environmental advocate and a close ally of Nancy Pelosi, the House speaker.
It was specifically designed to punish BP for its past transgressions, including the Deepwater Horizon explosion, and deny the company access to American offshore oil and natural gas.
“The risk of having a dangerous company like BP develop new resources in the gulf is too great,” said Daniel Weiss, Mr. Miller’s chief of staff. “Year after year after year, no matter how many incidents they’re involved in, no matter how many fines they’ve had to pay, they never changed their behavior. BP has no one to blame but themselves.”
BP’s concerns are becoming public as the company begins final preparations for permanently sealing its stricken well. On Thursday, it removed the temporary cap on top of the well, which had earlier been blocked with cement, so that it could replace the blowout preventer. The blowout preventer, a massive piece of equipment whose valves failed to shut down the oil flow after the explosion, is a crucial piece of evidence in the investigation.

“On the track that we’re forecasting, there will be a significant impact to the Outer Banks,” Todd Kimberlain, a hurricane specialist at the center, said today in a telephone interview. “They have less than 24 hours before the arrival of hurricane conditions. Hurricane and tropical storm watches and warnings now stretch from North Carolina to Maine in the U.S. and Nova Scotia in Canada. Find odd items in checked luggage
Amsterdam on Sunday night after U.S. screeners found suspicious-looking items in their checked luggage before they departed, U.S. law enforcement officials said.
Security screeners found a cellphone taped to a Pepto-Bismol bottle, three cellphones taped together and a number of watches taped together, prompting American officials to alert the Dutch authorities.
One of the men was also carrying $7,000 in cash.
The men were taken into custody after United Airlines Flight 908 landed at Schiphol Airport on Monday morning.
A law enforcement official, speaking on the condition of anonymity because of the ongoing investigation, identified the men to the Associated Press as Ahmed Mohamed Nasser al-Soofi and Hezam al-Murisi. Soofi had a Michigan address, the official said, but it was not immediately clear where the two men were from.
The law enforcement official said Soofi was questioned as he went through security in Birmingham, Ala., on his way to Chicago. He told Transportation Security Administration authorities he was carrying a lot of cash, the official said, but he was not breaking any law by carrying the $9565.

``We feel more comfortable down here than they would up in the mid-Atlantic states,'' said Richard Pasch, a hurricane specialist at the center in West Miami-Dade.
Pasch said some early computer modeling runs had miscalculated atmospheric currents steering Earl, with a subtropical high-pressure ridge proving more persistent than expected in pushing Earl west. A trough driving off the East Coast should block Earl's dangerous core from making landfall but if it arrives late or weak, there is a chance that stronger winds and waves could sweep the coast.
Earl moved north of the British Virgin Islands Monday afternoon as the storm began the northwest turn forecasters had predicted. The center posted tropical storm warnings for the Turks and Caicos and a storm watch for the southeastern Bahamas.
In the Caribbean, the Associated Press reported Earl caused power outages and flooding and damaged homes on Antigua and Barbuda, Anguilla and St. Maarten.
At El Conquistador Resort in Fajardo, Puerto Rico, people lined up at the reception desk, the lights occasionally flickering, to check out and head to the airport. There, more delays awaited.

BP was set to continue reviewing testing procedures

Bandit nabbed after two years
Witnesses on the Bahamian island of Eleuthera recognized the 19-year-old dubbed the "Barefoot Bandit" and called police, who captured him Sunday after a high-speed boat chase, Bahamas Police Commissioner Ellison Greenslade said at a celebratory news conference in Nassau, the capital.
Greenslade said shots were fired during the water chase but he did not say who fired them. He also said Harris-Moore was carrying a handgun that he tried to throw away.
Another senior police official, however, said police fired to disable the motor on the suspect's stolen boat, and that Harris-Moore threw his gun in the water. The official, who spoke on condition of anonymity because he was not authorized to discuss the case, also said that police recovered a laptop and a GPS locator from the suspect.
Police flew Harris-Moore in shackles to Nassau. True to his nickname, the teen with close-shorn hair was shoeless as he walked off the plane wearing short camouflage cargo pants, a short-sleeved shirt and a bulletproof vest.

Disappointment to New York and Chicago
The vehicle was an hourlong ESPN special last night, which was unprecedented in American sports history and which was decried by many as an astonishing manifestation of egomania on the part of a young superstar who has basically conducted himself in a mature manner throughout his career. But James seemed to veer into a new realm during this recruiting process, culminating in this look-at-me declaration, which was in direct contrast to the low-key M.O. chosen by Oklahoma City star Kevin Durant, who announced his decision to sign a five-year contract extension via Twitter.
But this is 21st century America, and LeBron James is a classic product of his times. He is five years younger than ESPN itself. The network put many of his high school games at Akron’s St. Vincent-St. Mary High School on television, which many thought was crass. But it all seems natural and normal to him. There is little sense in exhibiting great moral outrage about the process. To paraphrase a certain football coach well-known in this area, it was what it was.
And now the Miami Heat are what they are, a bizarre collection of top-level players who will be surrounded by a lot of low-level, minimum-wage talent. LeBron James will be teamed up with Dwyane Wade and Chris Bosh, the former a player who is only slightly less gifted than James, and the latter a top-flight forward whose range of skills separates him from all but a few big men in the NBA. They will automatically become the latest so-called Big Three to terrorize the league.

LeBron in your Diet
I’ve refused to do an obligatory post on LeBron every few days. I haven’t said a word during this media feeding frenzy because it’s all been 100% speculation. I don’t wallow in that. I wallow (if I wallow) in what is known – that which I can wrap my arms around and use as a basis to come to a conclusion about something.
I’m intrigued like everyone else about where the pieces will ultimately fit into the NBA landscape. But, to wonder and think and speculate and dream… seems to me to be a colossal waste of time where any drifter on the street’s opinion is just as valid as David Stern’s. That’s a world I want no part of!
Having said that, James is apparently going to announce his decision tomorrow (Thursday) on ESPN. Why it takes an hour to do so is beyond my comprehension unless he’s planning on selling advertising along with it. You can probably be more than confident that whoever he is endorsing, their products will have a very large presence.

Stormy seas continued to hamper cleanup efforts
Based on the upper end of a range of government estimates, the spill passed the 140-million-gallon mark, surpassing the 1979-1980 Ixtoc I spill off Mexico.
While Hurricane Alex spared a direct hit on the gushing well 40 miles off the Louisiana coast, high swells kept BP from skimming or burning surface oil and halted the placement of new sections of boom.
Drillships continued to bore a relief well that is expected to plug the well in the next few weeks — slightly ahead of a mid-August target date - said retired Coast Guard Adm. Thad Allen, who commands the multipronged spill response.
"We're now amassing our forces to move back out once the weather allows us to get back on the water and skim," Allen told reporters at a Thursday briefing.
That could be sometime this weekend, depending on weather, he said.

In a 22-page opinion, the judge, Martin L. C. Feldman of United States District Court, issued a preliminary injunction against the enforcement of a late May order halting all offshore exploratory drilling in more than 500 feet of water.
Citing potential economic harm to businesses and workers, Judge Feldman wrote that the Obama administration had failed to justify the need for such “a blanket, generic, indeed punitive, moratorium” on deep-water oil and gas drilling.
“The blanket moratorium, with no parameters, seems to assume that because one rig failed and although no one yet fully knows why, all companies and rigs drilling new wells over 500 feet also universally present an imminent danger,” wrote Judge Feldman, a 1983 appointee of President Ronald Reagan. The administration’s order halted 33 exploratory drilling projects and suspended new permits, but did not affect platforms that were already in production.

Gulf oil may be double earlier estimates
The new figures could mean 42 million to 84 million gallons of oil have leaked into the Gulf of Mexico since the Deepwater Horizon rig exploded on the night of April 20 — with the lowest estimate nearly four times the size of the 1989 Exxon Valdez spill.
The flow estimates were released by Marcia McNutt, director of the U.S. Geological Survey, and do not count any increases that may have occurred since the cutting of the well's riser pipe, a step that was expected to boost the flow.

Congress advances repeal
On a 234-194 vote, the House voted to advance the repeal as an amendment to a Defense Department funding bill moving through Congress. Earlier in the day, the Senate Armed Services Committee separately voted 16-12 to approve the same measure.
"Let us honor their service by recommitting to the values they fight for on the battlefield," said House Speaker Nancy Pelosi, D-Calif.
"With our military fighting two wars, why on earth would we tell 13,500 able-bodied Americans that their service is not needed?" asked Rep. Patrick Murphy, D-Pa., who sponsored the amendment.

The Obama administration faced more sharp questions on Monday about BP's response to the disaster, and how the government is overseeing operations.
The remarks by Admiral Thad Allen, who has been directing government operations to contain the huge spill in the Gulf, came a day after Interior Secretary Ken Salazar said BP could be pushed out of the way if it fails to carry out its responsibilities.
