And yet, just 18 per cent of private rented properties are under-occupied. So if their home is bigger than they need, well, they see this as good, because it means they can benefit from rising house prices.

The agreement emerged after a more than three-hour meeting between White House officials and BP executives, whose relationship has grown increasingly strained as the spill nears the two-month mark.

Obama participated at various times in the discussions, which senior administration officials described as a “negotiation,’’ and met alone afterward with BP chairman Carl-Henric Svanberg. Attorney General Eric H. Holder also participated in much of the session, a sign of the potential criminal liability the oil company may face.

Gulf oil may be double earlier estimates

The new figures could mean 42 million to 84 million gallons of oil have leaked into the Gulf of Mexico since the Deepwater Horizon rig exploded on the night of April 20 — with the lowest estimate nearly four times the size of the 1989 Exxon Valdez spill.

The flow estimates were released by Marcia McNutt, director of the U.S. Geological Survey, and do not count any increases that may have occurred since the cutting of the well's riser pipe, a step that was expected to boost the flow.

Congress advances repeal

On a 234-194 vote, the House voted to advance the repeal as an amendment to a Defense Department funding bill moving through Congress. Earlier in the day, the Senate Armed Services Committee separately voted 16-12 to approve the same measure.

"Let us honor their service by recommitting to the values they fight for on the battlefield," said House Speaker Nancy Pelosi, D-Calif.

"With our military fighting two wars, why on earth would we tell 13,500 able-bodied Americans that their service is not needed?" asked Rep. Patrick Murphy, D-Pa., who sponsored the amendment.

The U.S. Coast Guard commandant says there is no alternative at this point but to allow BP to continue with the steps it is taking to stop the deep sea oil leak in the Gulf of Mexico. The Obama administration faced more sharp questions on Monday about BP's response to the disaster, and how the government is overseeing operations.
